Required: Proposal Engineer – Pipeline Projects

We are looking for an experienced Proposal Engineer to support tender preparation, estimation, costing, and technical & commercial proposals for Oil & Gas and Pipeline Projects in Saudi Arabia.

Key Requirements:

* Bachelor’s degree in Mechanical or Civil Engineering.
* 4–5+ years of relevant experience in proposal preparation, estimation, costing, or tendering.
* Proven experience in Pipeline Projects is mandatory.
* Experience in Oil & Gas / EPC / Mechanical / E&I / Construction projects.
* Strong knowledge of BOQ, MTO, Cost Build-Up, and pricing of materials, manpower, equipment, and subcontractors.
* Experience in RFQ/RFP review, vendor and subcontractor quotation evaluation and comparison, techno-commercial proposal preparation, and tender submission.
* Good knowledge of commercial evaluation, cost analysis, pricing, and contractual requirements.
* Ability to review technical specifications, drawings, and project requirements.

Software Skills:

* MS Excel, Word & PowerPoint
* AutoCAD
* Primavera P6 / MS Project
* PlanSwift
* Aconex
* ERP and Estimation & Costing Systems

Preferred Certifications: ASME, ASCE, Construction Management & Planning, ISO/IMS.
