Job Title: Procurement & Recruitment Specialist (White-Collar & Rental Workforce)

Job Overview
We are seeking an experienced Procurement & Recruitment Specialist to manage end-to-end recruitment for white-collar personnel and oversee the procurement of rental workforce solutions for our manufacturing facility. You will be responsible for sourcing qualified office talent while partnering with manpower suppliers to fulfill plant staffing needs on a rental contract basis.
Key Responsibilities
Rental & Manpower Procurement:
Source, evaluate, and negotiate agreements with external manpower supply companies and agencies for rental workforce solutions.
Manage vendor relationships, commercial quotes, rates, and contractual compliance for rental staff.
Monitor vendor performance, attendance, and billing reconciliation for sub-contracted personnel.
White-Collar Recruitment:
Manage full-cycle recruitment for supervisory, administrative, and white-collar operational roles.
Screen resumes, conduct initial interviews, and coordinate final assessments with plant management.
Build talent pipelines for urgent factory support and professional roles.
Operations & Compliance:
Ensure all hired and rental personnel comply with factory safety regulations and legal labor standards.
Coordinate onboarding schedules and documentation for incoming staff.
Maintain weekly and monthly hiring logs, vendor costs, and procurement reports.
Requirements & Qualifications
Experience: 2–4 years of experience combining HR recruitment and manpower/vendor procurement within manufacturing, logistics, or industrial sectors.
Education: Bachelor’s degree in Business Administration, Human Resources, Supply Chain, or a related field.
Skills: Strong negotiation capabilities, familiarity with rental workforce commercial terms, and candidate screening techniques.
Working Conditions: Ability to work on-site 6 days per week, 8 hours per day.
