About the Role
A leading international EPCI contractor with fabrication and yard operations in Saudi Arabia is seeking an experienced Procurement Manager to support its growing project portfolio, including jack-up rig construction, MRO, and offshore fabrication work delivered for major national oil companies and international partners.

Key Responsibilities

• Lead end-to-end procurement for offshore/onshore fabrication projects — long-lead items, steel, marine equipment packages, and rig components
• Manage vendor sourcing, negotiation, and contract award in line with project schedules and budgets
• Ensure compliance with major client (national oil company) vendor and procurement standards, including approved vendor list and technical specification requirements
• Drive local content/localization targets in line with Saudi Vision 2030 goals
• Coordinate with engineering, QC, and project teams to align procurement with technical specifications
• Manage supplier performance, expediting, and risk mitigation across the supply chain

Requirements

• Bachelor's degree in Engineering, Supply Chain, Business, or related field
• 10+ years procurement experience in offshore/onshore EPCI, rig construction, or shipyard fabrication
• Proven experience with major national oil company procurement standards and vendor approval processes (e.g., Saudi Aramco or similar)
• Strong background in fabrication/marine equipment sourcing (not solely general MRO/services procurement)
• Experience with ERP/procurement systems (SAP MM, Ariba, or equivalent)
• Saudi/GCC experience strongly preferred; transferable Iqama with Eastern Province presence is an advantage
• Strong negotiation, leadership, and stakeholder management skills
