Department: Corporate Procurement

Reports To: Chief Executive Officer (CEO) / Chief Operating Officer (COO)

Location: AlKhobar, Kingdom of Saudi Arabia

Position Summary
The Company is seeking a highly experienced, dynamic, and commercially astute Procurement Manager to lead the Company's Corporate Procurement function and support the successful execution of major Engineering, Procurement, Construction (EPC), Lump Sum Turnkey (LSTK), Long-Term Agreement (LTA), and Maintenance projects across the Kingdom of Saudi Arabia.

The Procurement Manager will be responsible for planning, directing, coordinating, and controlling all procurement activities related to company’s ongoing and future projects as well as the Company's corporate procurement requirements. The role demands strong leadership, exceptional commercial judgment, technical understanding, negotiation expertise, and an in-depth knowledge of procurement procedures adopted by Saudi Aramco and other major industrial clients.

The successful candidate will work closely with Project Managers, Engineering, Estimation, Contracts, Construction, Finance, QA/QC, HSE, Logistics, and Executive Management to ensure timely procurement of high-quality materials, equipment, subcontracting services, and corporate requirements while achieving optimum cost, quality, and delivery performance.
Key Responsibilities
1. Corporate Procurement Management:
• Develop, implement, and continuously improve Company's Corporate Procurement Strategy.
• Lead and manage all procurement activities for multiple concurrent projects across Saudi Arabia.
• Establish procurement policies, procedures, and best practices in line with international standards and Client requirements.
• Develop annual procurement plans aligned with Company business objectives.
• Ensure complete compliance with Company procurement policies and delegated authority matrix.
• Drive procurement excellence through strategic sourcing and value engineering.

2. Project Procurement:
Manage procurement activities for projects executed for:
• Saudi Aramco
• SABIC
• Saudi Electricity Company (SEC)
• Riyadh Airports Company (RAC)
• Marafiq
• KJO
• SWCC
• Ma'aden
• Royal Commission
• Other major industrial Clients

Responsibilities include:
• Procurement planning.
• Preparation of Procurement Schedule.
• Vendor identification.
• RFQ preparation.
• Technical bid coordination.
• Commercial bid evaluation.
• Procurement negotiations.
• Purchase Order preparation.
• Vendor expediting.
• Logistics coordination.
• Material delivery monitoring.
• Procurement reporting.

3. Technical Procurement:
Handle procurement of:
Engineered Equipment:
• Pumps / Compressors / Motors
• Generators / Transformers / Switchgear / MCC / VFD / UPS / Protection Relays
• PLC / DCS / SCADA / Instrumentation / Control Valves / MOVs
• Heat Exchangers / Pressure Vessels / Tanks
• Pipelines – Carbon & Stainless Steel Pipes / GRE / RTR / HDPE / GRP
• Mechanical Packages / HVAC Systems / Fire Fighting Systems
• Telecom Systems
• Cathodic Protection Systems

Bulk Materials:
• Structural Steel
• Cable Trays / Cables / Lighting / Junction Boxes / Electrical Accessories
• Instrument Accessories / Consumables / Instrument Tubing and Fittings
• Valves
• Pipe Fittings / Valves / Gaskets / Fasteners / Welding Consumables
• Civil Materials
• Building Materials
• Consumable materials for Projects

Corporate Procurement:
• Office Equipment / IT Equipment/ Software / Furniture / Vehicles / Camp Requirements
• PPE / Safety Equipment / General Consumables / Tools / Plant Equipment…etc.

Vendor & Supplier Management:
• Develop and maintain a reliable supplier database.
• Identify and qualify new vendors.
• Conduct supplier performance evaluations.
• Develop strategic partnerships with key suppliers.
• Monitor supplier KPIs.
• Resolve supplier disputes.
• Conduct supplier audits where required.
• Maintain approved vendor lists.

Commercial Responsibilities:
• Floating RFQs.
• Bid evaluation.
• Comparative statements.
• Commercial negotiations.
• Price benchmarking.
• Cost analysis.
• Procurement budgeting.
• Procurement savings.

Coordinate and participate in:
• Technical Bid Evaluation.
• Vendor Clarifications.
• Material Compliance Reviews.
• Engineering Review Meetings.
• Vendor Documentation Reviews.
• Material Approval Requests.
• Vendor Data Reviews.

The Procurement Manager shall possess sufficient technical knowledge to effectively evaluate engineered equipment and understand engineering specifications, datasheets, material requisitions, and technical bid submissions in coordination with the Engineering Department.
