Looking For An Experienced Independent Engineer / Project Manager For Construction Consult

I am looking for a qualified, independent Senior Civil Engineer or Project Manager to act as my personal representative and consultant for building a property on my land in Jeddah.
I need an expert to oversee the entire construction process, audit all existing paperwork and permits to ensure everything is completely in order with zero legal or municipal issues, and supervise the contractors from start to finish.
Key Responsibilities:
Permit & Document Audit: Thoroughly review all existing land papers, deeds, and permits to verify that everything is fully approved, compliant, and free of any potential municipal or legal issues.
Contractor & Cost Management: Help evaluate contractor bids, negotiate fair pricing, and review material and labor estimates.
On-Site Supervision & Quality Control: Conduct regular site visits to inspect construction quality, monitor progress, and ensure strict compliance with the Saudi Building Code (SBC).
Client Representation: Act solely in my best interest, protecting me from contractor overcharging, delays, or poor workmanship.
Requirements:
Proven hands-on experience in residential construction and project management in Jeddah.
Valid Saudi Council of Engineers (SCE) registration.
Strong knowledge of local building regulations, municipal checks, and contractor management in Jeddah.
Honest, transparent, and able to provide references from past clients or projects.
