⚠️ URGENT REQUIREMENT – TENDER COMMITTEE SPECIALIST ⚠️

1. Position and Authority
* Holds a senior management position with delegated procurement approval authority.
* Authorized by the CEO or relevant approving authority to chair the committee.
2. Experience
* At least 5–10 years of professional experience in procurement, contracts, engineering, finance, or project management (depending on the nature of the procurement).
* Proven experience managing competitive tender processes.
3. Knowledge
* Strong understanding of:
* Procurement policies and procedures.
* Contract management.
* Commercial evaluation principles.
* Applicable laws and regulations (e.g., Saudi regulations if operating in Saudi Arabia).
* Ethical procurement and conflict-of-interest requirements.
4. Competencies
* Leadership and decision-making.
* Analytical and negotiation skills.
* Risk assessment and mitigation.
* Effective communication and meeting facilitation.
* Ability to ensure fairness, transparency, and confidentiality.
5. Independence
* Must not have any actual or perceived conflict of interest with bidders.
* Signs a confidentiality and conflict-of-interest declaration before participating.
6. Responsibilities
* Chair committee meetings.
* Ensure compliance with procurement policies.
* Oversee technical and commercial evaluations.
* Ensure evaluation criteria are applied consistently.
* Resolve procedural issues during the tender process.
* Recommend award decisions based on documented evaluations.
* Ensure proper documentation and record retention.
7. Professional Qualifications (Preferred)
* Bachelor’s degree in Business, Supply Chain, Engineering, Finance, Law, or a related field.
* Professional certifications such as:
* CIPS (Chartered Institute of Procurement & Supply)
* CPSM (Certified Professional in Supply Management)
* PMP (for project-related procurements)
* Relevant procurement or contract management certifications.
