Job Title - Government Relations (GR) Officer / Specialist
Location - Dammam / Saudi Arabia (On-site)
Employment Type - Full-time
Job Summary
The GR Officer will be responsible for managing all company interactions with Saudi government authorities and ensuring full compliance with labor, immigration, and corporate regulations. The role requires hands-on experience with all major KSA government portals and strong knowledge of Saudi Labor Law.
Key Responsibilities
Government Portals Management
Manage end-to-end operations on:
• Qiwa (contracts, transfers, work permits, Saudization)
• Muqeem (Iqama, visa, exit/re-entry, final exit)
• Mudad (WPS payroll uploads and compliance)
• GOSI (employee registration, updates, salary adjustments)
• Absher Business (visa and identity services)
• Ajeer (temporary work permits)
• Chamber of Commerce (stamping and authorization)
• ZATCA (tax and compliance submissions where required)
Visa & Employee Documentation
• Issue, renew, transfer, and cancel:
• Iqamas
• Work permits
• Exit/re-entry visas
• Handle professional changes and sponsorship transfers
• Maintain accurate employee records and document control
Ensure full compliance with Saudi Labor Law and Nitaqat rules, and monitor the expiry of all employee and company licenses. Coordinate inspections and government audits, handle penalties, violations, and corrections. Support the HR team and operation with onboarding and offboarding, coordinate payroll inputs with finance (GOSI, allowances, deductions), maintain workforce records, and Saudization tracking
External Coordination
• Liaise with: Ministry of Human Resources (MHRSD)
• Jawazat (Immigration)
• Chamber of Commerce
• External PRO agencies when required
Required Skills & Experience
• 3–6 years experience in GR / PRO / HR Admin roles in Saudi Arabia
• Strong hands-on experience in Qiwa, Muqeem, Mudad, GOSI
• Knowledge of Saudi Labor Law and Nitaqat system
• Experience handling manpower companies preferred
• Strong follow-up and problem-solving skills
• Ability to handle urgent government issues independently
Qualifications
• Bachelor’s degree in HR, Business Administration, or related field (preferred)
• Excellent Arabic & English communication skills
• Strong MS Office skills (Excel, Word)
Preferred Skills (Plus Points)
• Experience in manpower supply companies
• Knowledge of ERP systems (Odoo / SAP / Zoho HR)
• Experience dealing with audits and compliance inspections
• Ability to manage multiple company CRs and entities

• 100% timely renewal of Iqamas and permits
• Zero penalties due to GR delays
• Accurate and timely WPS compliance (Mudad)
• Updated Saudization (Nitaqat) status
• Fast turnaround time for government requests
